It's got lids and rails on both the front and rear.
The interior depths are:
16.5" Front rail to Rear rail
19" Front rail to Rear lid
22" Front lid to Rear lid
As you can see from the pics, it's in great shape. The only issue is that it's technically a rolling rack, but the latch on the telescoping handle sticks, which makes it tough to use as a roller, unless you just leave the handle out all the time. But I'm pricing it in line with the non-rollers.
Pickup is available in the Hampden neighborhood of Baltimore, near the Rotunda.
