I'd like to try having someone take over some of the work, but since the work is so technical, I need someone with a reasonably firm knowledge of systems.

For example, currently I am writing code to deploy to Google Appengine, but I can't get Eclipse to authenticate. I have no idea where the problem is, and I can't launch a demo until I get it figured out.

I'm working on finding funding now and how long I'll need someone is completely dependent on how well all that goes. I'd like to start out at somewhere around $50/hour on a 1099 (which I know is not much, but it's more than I make currently ☺).

So far as scheduling, my development timeline is agile, so there are times you'd need to show up for meetings, but other than that you can work when and where you like.

Depending upon the projects assigned, contractors may be required to report for duty during periods of inclement weather and other emergency situations. If a contractor is required to report for duty, SSA will coordinate with the necessary authorities.

Pagers and Laptops
The contractors are required to carry a pager or other messaging device. The contractors will also be required to carry the on-call pager on a rotational basis to provide off-hour support. The rotational pager and remote access laptop will be provided by SSA.
