Job Summary: Uses techniques such as structured analysis, mathematical model building, and cost analysis to plan the system and needed modifications. Current status as a PCTC-certified police instructor (general or skilled) is preferred, but not required.<br>

JOB DESCRIPTION:<br>

Successful candidates must be comfortable installing, configuring, maintaining,<br>

technical skill areas including TCP/IP networking, scripting, system backup<br>

. Experience with integrating Linux and Windows environments<br>

Work involves planning, coordinating, supervising and evaluating the work of child welfare social workers and caseworkers, instructing staff in policies and procedures, and developing training plans for subordinate staff. This work also involves: supervising the delivery of clinical social work services to vulnerable families; helping workers make appropriate decisions about the degree and extent of safety and risk within families; helping staff determine when placement of children in out-of-home placements are necessary; approving case management records and reports; evaluating reports and recommendations to the courts and other agencies and institutions regarding individual case situations; and using database applications to record, research and track information on cases for compliance with laws, regulations and standards.  This position may represent the agency at meetings with public and private agencies and community groups.<br>

Minimum Qualifications:<br>

Education/Experience <br>
Masters in Social Work and three years of experience providing child welfare or adult services to vulnerable children, individuals or families.  <br>
These requirements are established by the Social Services Administration by authority provided in Human Services Article, Title 4, Subtitle 2, Section 204(c)(1) of the Annotated Code of Maryland.  The Department of Budget and Management, Office of Personnel Services and Benefits and the Department of Human Resources, Examination Services Unit do not have authority to accept substitutions or equivalents<br>

LICENSES, REGISTRATIONS AND CERTIFICATES:  <br>
Employees are required to be licensed as a certified social worker or social worker-clinical (LCSW-C) by the Maryland State Board of Social Work Examiners for a period of time specified by the Board prior to appointment to social work supervisor position in State Services (COMAR 10.42.08.04(2) (b) effective July 1, 2004. Employees in this classification may be assigned duties, which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.<br>

SPECIAL REQUIREMENTS OF THE CLASSIFICATION: <br>
 Employees who have not already done so must complete an approved training program and pass a competency test before being granted permanent employment status. Employees are required to meet mandatory standards for continuing education as determined by the Department of Human Resources. Employees who fail to obtain the required continuing education credits shall be subject to disciplinary action including demotion, suspension, and dismissal. Employees in this classification may be required to provide the employer with a telephone number at which they can be reached after working hours.  <br>

The incumbent must be able to perform lead level work in determining and maintaining federally mandated Work Participation (50%) and Universal Engagement (100%): provide guidance to unit case managers on policy and procedures that support Family Investment Programs: handle special assignments delegated by supervisor. Perform case reviews as needed, using the appropriate Standard Operating Procedures. Train experienced case managers to perform new job functions: complete corrective actions requests received from the local department appeal representative by the established due date or assign request to case manager.   This position does determine benefit eligibility and interpret policy.<br>

This position provides assistance to the supervisor and monitors case managers work using appropriate agency tools, computer systems and applying appropriate inquiry techniques; collects and compiles daily and monthly statistics; acts as a liaison to case managers.  <br>

RESPONSIBILITIES:<br>
1. Develop strategies for achieving relevant CRS priority issue policy and legislative goals. Monitor, track, and analyze these issues and their progress in Congress and the Executive branch. 4. Manage, monitor, and report on policy and legislative developments of significance to CRS and the U.S. Conference of Catholic Bishops.<br>
<br>
5. Contribute to issue planning meetings, working groups, and strategy sessions at CRS and with the US Conference of Catholic Bishops, Interaction, and other partners. In particular, collaborate with such partners in implementing effective legislative strategies.<br>
<br>
6. Initiate and arrange Executive and Hill meetings for CRS executives, senior managers, and visiting CRS field staff and partners as needed and as part of advocacy strategy. Plan and coordinate congressional briefings.<br>
<br>
7. With other advocacy staff, develop and implement strategies to maintain and increase CRS' overall influence and presence on Capitol Hill. Proactively build strong relationships with relevant personal and committee staff and Members<br>

-Minimum 3-5 Years of experience working as a DoD or Federal Employee/Contractor<br>

-Previous experience in a technical environment<br>
