PRIMARY DUTIES AND RESPONSIBILITIES:

CHAIN OF COMMAND � Coordinate daily safety planning and directives with the Project Superintendent. Any issues that cannot be resolved at that level should be communicated to the Project Manager. In the event resolution/agreement cannot be reached contact the Area Manager to assist with problem resolution.

KNOWLEDGE OF SAFETY - Read, understand, administer and enforce the OSHA Standards and company safety policies for the purpose of establishing a safe work environment on all projects. Consult with Bowen Corporate Safety Director for any technical information required to best implement the safety program consistently.

NEW HIRE ORIENTATIONS � Conduct new hire orientations for Project Managers, Project Engineers, Superintendents and Foremen. Conduct vehicle policy training for newly assigned company truck drivers.

PROJECT SUPPORT � Assist in development of site specific programs and plans with the Project Managers and Superintendents.

SUBCONTRACTOR PREPLANNING � Assist Project Managers and Superintendents with pre-construction safety plans required for our subcontractors. Participate in meetings with subs and assist subs as necessary to compile their safety plans. Review and approve site safety plans for subcontractors prior to submission to the project site Project Management Representative.

SAFETY EQUIPMENT & SUPPLIES � Learn operation of safety equipment in order to train the field staff on use and operation.

PLANNING � Participate in project pre-planning meetings, to ensure that safety is part of all work plans. Ensure that company foreman address specific safety hazards for their work before starting by completing Foreman Task Specific Safety Plan or the �Seven Elements of Work� plan. Participate in Pre-job Safety Planning Meeting with company Project Superintendent, Project Manager and Foreman prior to work beginning onsite.

INCIDENT REPORTING � Notify Operations Manager, Project Manager and Work Comp Administrator immediately of all accidents. Near-miss incidents will also be reported to company personnel listed above. Conduct an accident investigation immediately and submit accident report to the Work Comp Administrator the day of the incident. Analyze to determine cause and develop safety measures and/or training to prevent incidents from recurring.

INSPECTION � Conduct project safety inspections (using computer software program � DBO2) at the jobsite for self-perform and subcontractor work. Safety Manager has authority to immediately intervene in a situation where imminent danger of loss of life and/or extreme property damage exists. See that deficiencies brought to Superintendent and Foremen�s attention are corrected in a timely manner. Immediately notify Operations and Corporate Safety Director of IOSHA visits and follow company Safety Policy procedures.
TRAINING � Conduct safety training for crews at the jobsite utilizing the company training materials. Assist with periodic safety training for Superintendents and Foremen. Train and mentor all operational staff including Project Engineers, Project Managers, Operations Managers.

DOCUMENTATION �

a) Prepare, submit and maintain copies of the project site Management Representative and company paperwork and forms.
b) Submit a weekly report to Project Manager summarizing the weeks� activities, challenges or concerns.
c) Obtain and manage MSDS�s for all materials / chemicals for the company Haz-Com Program.

Practical knowledge of construction activities for these components is preferred. Other duties include the performance of various traffic engineering studies such as determining the need for traffic signals, analyzing high accident locations, performing traffic analysis, and improving signal timing. Traffic planning studies include analyzing roadway corridors and developing travel demand forecasts using transportation planning models.

Minimum Qualifications:
BSCE required, EIT required, PE preferred or ability to obtain within 1 year of hire. Candidate should have 5-10 years of experience in the above listed duties working with VDOT, DDOT, SHA and/or local municipalities. Experience using analysis and simulation modeling, planning and CAD software, such as HCS, SYNCHRO, VISSIM and Microstation is required. Practical knowledge of construction of traffic control devices is desirable. Successful candidates will have the ability to work in a dynamic and fast-paced team environment.
