This one person will also be heavily involved with the Geotechnical Manager and be involved with business calls and working with staff engineers in a leadership role.  Technical skill and personal communication/ability to work and clients on all level are equally important.  <br>

I have been using a rudimentary version of the device in my home for a few months, and it works flawlessly. Since it is a new product and new concept, please have an open mind.<br>

The product will me made almost entirely of metal, will measure about four to six inches in length and weigh, I think, about 8 ounces. I need help in designing the connecting pieces and in determining which metal(s) would best serve the purpose.<br>
<br>
This product is designed to secure doors, but I also have an idea on how to adapt it to windows. The windows concept is not as full formed, and I would need help in that design as well. One issue is decor-related; it cannot be unsightly since it will be on the interior of the window. <br>
<br>
Because I will be in search of a manufacturer, any direction you could provide or contacts you may have would be very helpful.  If possible, I would like to have the manufacturing done in Maryland. In addition, I hope to donate a percentage of the profits to the Baltimore Crime Victims  Assistance Fund.<br>

Job Description:<br>
Our client has an immediate opportunity for a Technical Proposal Manager to join their Corporate Marketing department located Baltimore, MD.   Primary responsibilities include managing and coordinating the writing and development of large scale Federal and online commercial Environmental, Engineering & Construction proposals, presentations and related collateral material. This individual will be working closely with Technical and Marketing Management to ensure that win-themes, discriminators marketing strategies etc. are integrated throughout the entire proposal.  This individual must be able to effectively review, evaluate, assess and respond to complex AEC RFPs by identifying necessary resources and compliant response needed to complete and produce project winning proposals.  The incumbent will also develop and be accountable for proposal outlines, writing assignments, and schedules for proposal writing and production.  The Technical Proposal Manager will also work closely with operations to ensure appropriate technical resources are available for proposals and assist in completing sample technical projects.<br>

Preferred Qualifications:<br>
	Management skills required to direct large, multi technical, multi contractor proposal team efforts.<br>
	Ability to successfully execute many complex tasks simultaneously, maintain professional attitude, and work as a team member as well as independently. <br>
	Strong understanding of environmental projects, including studies, designs and construction.<br>
	Creative thinking, problem solving skills.<br>
	Proficiency in Microsoft products.<br>

	Acts as the OPR (office of primary responsibility) for projects assigned to insure programming requirements are complete, design requirements are complete, funding coordination is complete in order to deliver a complete project, ready to advertise for construction contract award.  <br>

	Performs planning and design work for substantial multi-phase new construction, renovation, and improvement projects for a variety of real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering.  Develops/reviews designs, plans, and specifications for water and sewage (plumbing); heating, ventilation, and air conditioning (HVAC); fire suppression, control, and alarm systems and other systems of major size and complexity for use in facilities such as multi-story office buildings, large steam plants, hospitals, and similar structures.<br>
<br>
	Serves as consulting mechanical engineer on all mechanical related design aspects of assigned projects.  Provides professional consultations on a wide range of unforeseen problems.  Provides advice to requesting organizations.  Consults with contractors, architect and engineer (A&E) firms, and contracting officers to resolve problems, regulatory limitations, and to exchange information and expedite work.<br>
<br>
	Coordinates the preparation of and reviews A&E statements of work (SOW).  Provides criteria and standards for specialized, difficult, or unusual project requirements.  Reviews preliminary and final engineering plans, specifications, and cost estimates of A&E firms or another government agency to achieve design excellence and compliance with requirements.  Serves on the A&E selection board and acts as the technical representative to the contracting officer in negotiation and administration of design contracts.  May be involved in construction contract source selection boards.  May act as a technical expert for the Project Management on dispute claims resolution for contract work.<br>

	Coordinates projects with other engineers in other disciplines or with architects.  Applies knowledge of other disciplines to determine coordination required to ensure all design considerations have been addressed.<br>
<br>
	Keeps abreast of emerging technologies for programmed development.  Uses computers/computer software such as information management programs, computer-aided design and drafting (CADD) programs, and project tracking programs to solve engineering problems and facilitate work.  Keeps current in relevant software applications.<br>
<br>
	Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.  Observes that federal, state, and local codes concerning health, safety, and environment are strictly adhered to in the programming, design, and construction of real property facilities.<br>

	Create mechanical (HVAC, plumbing, and fire protection facility systems) design packages for construction and modification packages for project change orders.<br>

1.	Perform energy analyses, operational studies, and technical investigations to identify and select the best mechanical systems for design projects.<br>
2.	Perform mechanical engineering calculations to size and specify mechanical system components.<br>
3.	Create design drawings.<br>
4.	Create, compile, and edit design specifications.<br>
5.	Gather equipment and system pricing information and create cost estimates.<br>

Job Requirements, Mandatory:  <br>

	U.S. citizenship and ability to obtain required security clearances.<br>

The applicant must have a solid working knowledge of energy modeling software, such as eQuest, and building systems such as; pumps, fans, motors, fluid dynamics, heat absorbers, chillers, boilers, air ventilation balancing systems, VAV, Fan Design and other optimization techniques. The candidate should also have experience with LEED projects, especially in the Energy and Atmosphere credits.  This candidate must be working for their EIT in the near future and any other Certification that comes with the gaining experience. LEED AP very desirable. Trade association participation a plus.<br>

The hired professional will work closely with other contractors on the planning, conduct & analysis of integration tests, systems engineering to develop verification plans and procedures for system, element and component level requirements.  The role will report on problems found to senior management.<br>

Candidate must have expertise in systems integration, system testing and requirements verification.  A good understanding of astronomical data analysis tools and of software and algorithms used to align multi-segmented mirrors is highly desirable.  An understanding of spacecraft systems (both software and hardware), as well as spacecraft ground control systems is also useful.  Good understanding of astronomy or physics is a major plus.  Candidate should also have strong decision-making, analytical, problem-solving, planning and organizational skills.  Excellent written and verbal communication skills are essential.  Candidate needs to have a working knowledge of engineering tools and computer software, including software development tools. Prior experience with Linux is required.  Experience with spacecraft command and telemetry systems, and associated scripting language(s) is desirable.<br>

Necessary Skills / Qualifications:<br>

BS or MS in Aerospace Engineering, Systems Engineering or another applicable engineering discipline. Candidates with a degree in Physics or Mathematics in combination with excellent work experience may also be considered.<br>
<br>
Minimum of 5 years experience in systems integration and test of spacecraft ground control systems and or spacecraft, or experience in integration and test of software used to align multi-segmented mirrors (either ground based or space based).  Candidate should have prior experience with I&T of spacecraft and ground systems, including writing Verification and Validation Plans, Test Plans and executing tests.  Prior experience working on NASA science missions is desirable.<br>
